Nominees for six AMA categories will be revealed on Good Morning America by Joe Jonas and Charlie Puth.
Nominees for another five categories will be revealed on Snapchat (TheAMAs).

What are the criteria for the AMAs? Are they based on some type of statistic to get to the nominees and then fan voted after that?

I think Carrie will get noms for Fav country female and country album
^ criteria is sales and chart success- then it is fan voted. Carrie will likely just get 1 nomination for Female country artist since her album is not out yet. She is not eligible for anything else like artist of the year etc as she was in between albums.
Taylor will sweep this with 8 wins. Calling it now.

But that's still the idea. Dick Clark created the AMAs so success could also be awarded.

I was under the impression that Carrie's GH Album was the best selling hits album of all genres of the last ten years. I thought that was reported by Billboard. Maybe I've got things mixed up?
Carrie's hits album was a double disk so sales number gets multiplied by 2. Would that make her a contender?

I think you are right that they only count actual units sold (+ streaming maybe) for sales. The double disc only counts toward the RIAA certification, so GH could easily be platinum in the near future. However, most of these chart awards such as Billboard and AMAs are based on sales, not certifications. There isn't really a chart for most certified, although it is certainly something PR teams can use when promoting an artist. However, with that said, since 100% of the GH sales are in the eligibility period, I am not sure what the other top selling country albums are for the time period. Obviously Luke as others have said and likely ZBB.
This wikipedia page has the top country albums released in 2015 so far. Guess I'll have to go back to 2014 to find the December releases. You can sort by release date to make it easier. Possible contenders for AMA Country Album could be these, although I have no idea as to the sales for some of these. It seems like only ZBB and Luke would have sales that would be over a few hundred thousand.
Edit: I checked December 2014 and Carrie was the only "top" country album released that month. Others listed that month were not top sellers. So, unless one of those other guys sold more than Carrie from Dec 1 to Sept 1, then she should be a shoe in.

You are probably right. I hadn't even thought about looking at albums that weren't released during the period, but still had large sales. Eric Church's the Outsider has scanned over 1,000,000, but I don't know how much of that was December-September. Looking at Roughstock and for the Top 5 Country Albums as of August 31, 2015, he was selling 8300 weekly.
