it means. i'm sorry i dont speak dutch in spanish..

ahaha dutch is kinda like english but not really. some of the sounds are similar... okay here i go ill give it a try

In English they just have "to and past" in Dutch they also just got those two words but it's just a little different:

So well: Some words about time:

Hour = Uur
Past = Over
To = Voor
Quarter = Kwartier
o'clock = Uur (you could say "op de klok" but in that's not usually, it's usual to say "Het is 12 uur" instead of "Het is 12 uur op de klok").
