Those are two different charts and thus, two different distinctions/awards. This chart (best-selling albums of 2006) counts sales from January 1, 2006. So if Carrie ends the year (December 31, 2006) at, let's say #4. She will be described as having the 4th best-selling album of 2006.
The Billboart chart has a different chart year, which will be used for handing out the BILLBOARD AWARDS, specifically. It counts sales from November 14, 2005. Carrie is #1 on that chart because all her sales are basically counted (except for the street date violations) and she has a significant lead over the others. So as of now, Carrie is in place to be awarded Billboard Album of the Year, Billboard Album of the Year-Female, Billboard Country Album of the Year, Billboard Country Album of the Year-Female, etc. The Billboard Awards are awarded to those with the best sales and chart positions, whichever is applicable. This awards show doesn't follow the customary voting process.
ETA: Oh, and the Billboard chart year is also the one used for the charts they publish in the year-end Billboard magazine.
